ATA Carnet – a simple customs document for temporary export

Temporarily export your company’s goods without customs duties or taxes to over 80 countries with a single document.

The ATA Carnet is an international customs document of the International Chamber of Commerce (ICC) that allows duty- and tax-free temporary export of goods to multiple countries for up to one year. The ATA Carnet acts as a passport for your goods when attending e.g. trade fairs, exhibitions, or sporting events. The ATA Carnet holder can make up to eight round trips using the same ATA Carnet during its validity period of one year. It can also be used for transit journeys.

The ATA Carnet can be issued for exhibition goods, professional equipment, and commercial samples.
Examples include:

  • equipment for testing purposes
  • camera gear for filming trips
  • tools for maintenance work
  • exhibition materials for trade fairs

Please note that there may be country-specific restrictions on the use of the ATA Carnet. The Carnet does not replace other possible export documents, such as export licences or health certificates. After use, the ATA Carnet must be returned to the Chamber of Commerce that issued it.

The ATA Carnet is applied for electronically and issued by your local Chamber of Commerce. You can find the contact details of the issuing Chambers of Commerce here.

Applying for an ATA Carnet in a nutshell

  1. Check your travel route and the country-specific rules and procedures on the country information page. Before applying, make sure whether the goods you plan to export are subject to export control or require any additional permits.
  2. Register through the link at the top of the page and complete the application according to the instructions.
  3. Before the ATA Carnet is issued, the Finland Chamber of Commerce will check the company’s credit record, and the local Chamber of Commerce will process the application. If the company’s risk rating is high, the Finland Chamber of Commerce may require a security deposit or request additional information to obtain approval from an insurance company.
  4. Once the ATA Carnet is ready, you can collect it from the local Chamber of Commerce. Please read the user instructions carefully before your trip. After the journey, return the Carnet to the Chamber of Commerce. If the goods are not returned to Finland or the EU area within the validity period of the Carnet, the holder may be liable for customs duties or taxes.

Price list

When applying for an ATA Carnet, a service fee and a security deposit must be paid to the Chamber of Commerce. Once the ATA Carnet has been returned to the Chamber of Commerce, the deposit will be refunded to the customer.
