eATA Carnet at a glance
1 – Apply for a Carnet from the Chamber of Commerce
- Submit your application via the atacarnet.fi service
The issuing Chamber of Commerce processes the application and grants the carnet. - You will receive an eATA ID and PIN code from atacarnet.fi
Keep these details separate from your phone!
2 – Download the app and your Carnet
- Download the ATA Carnet app
From the App Store or Google Play: search for “ATA Carnet”. Or use the desktop version: app.atacarnet.iccwbo.org. - Create a personal user account
Download the Carnet to the app using a QR code or ID and PIN.
3 – Prepare your travels before customs
- Add the travel in the app before departure
This is the most important change! Journeys must be added in the app before visiting customs. - The app generates a QR code for each customs transaction
You can take a screenshot or print the codes as a backup.
4 – At customs
- Show the activation code (opening of the carnet, validation)
At the first time: present the Carnet activation code to customs. - Show the QR code of the travel
Customs will scan the code and validate the transaction. You will receive a confirmation in the app.
The eATA Carnet is a digital version of the traditional paper ATA Carnet, enabling the temporary export and import of goods free of customs duties and taxes.
The digital Carnet makes using a Carnet faster and more secure, as all information is transmitted digitally between Chambers of Commerce, customs authorities, and the user.
With the eATA Carnet, the export process becomes fully digital: the application is submitted electronically, approvals and customs endorsements are recorded digitally, and the data is available in real time to all parties. This reduces errors and paperwork and improves traceability of goods throughout the entire journey.
The system is based on a standard developed by the International Chamber of Commerce (ICC) World Chambers Federation, and its rollout is progressing gradually across countries. The goal is that in the future all ATA Carnets can be issued and processed entirely digitally, without paper documents.
Finland will transition to the eATA system on June 1, 2026, together with the EU area, Norway, Switzerland, and the United Kingdom. The new system offers companies an even faster and more convenient way to manage temporary export formalities — with just a few clicks.
Please note: Since Finland adopts eATA on June 1, the eATA Carnet must also be used even if the destination country is a so-called “paper country”.
