eATA in general
The eATA Carnet is a digital ATA Carnet document. Instead of a paper Carnet, a digital Carnet is created, which the customer downloads to their own device using the ATA Carnet app. Otherwise, the Carnet functions as before: it is issued based on an application and can be used to temporarily export goods abroad without customs duties.
The EU region, Norway, the United Kingdom and Switzerland will officially introduce eATA on 1 June 2026. During the transition phase (2026–2027), both electronic and paper Carnets will be used, depending on the destination country.
ATA is in use in so-called digital countries: EU member states, Norway, the United Kingdom and Switzerland from 1 June 2026. A paper Carnet is still required for paper countries (e.g. Australia, Japan, China).
It depends on the destination:
- Only for digital countries (EU, Norway, Switzerland, Great Britain) → eATA is enough
- Only for paper countries → both eATA and paper Carnet are required
- The route goes through both → both eATA and paper Carnet are required
Paper carnets issued before June 1, 2026 are valid as is for their entire period of validity.
Using the app

Yes. A personal user account must be created for the app. Instructions and videos can be found on the ICC YouTube-playlist.
The user account is personal. You can also add accounts to your colleagues. Once you have added another user, an invitation link will sent to their email. The user has to register using the same email, and their account will be connected under the same company name.
The Chamber of Commerce will provide you with an eATA ID and PIN code (or QR code). Log in to the app and upload the Carnet with these details.
You must first add the travel in the app. If your travel plan is, for example, Finland-Great Britain-Finland, you will need to add two journeys to the app (Finland-Great Britain and Great Britain-Finland). You will find the QR code to show at customs below the journey.
Yes, you can manage multiple Carnets in the app at the same time. Please make sure you present the correct Carnet QR code to customs.
At customs
The most significant change in addition to the format of the carnet is that you must add the travel in the app before visiting customs. At customs, you first show the Validation code and then the journey-specific QR code. Customs validates the transaction in the system and you receive a confirmation notification in the app.
The holder of the Carnet uses the same Exportation stamp both in Finland and in the country of exit from the EU. Customs will mark in the system whether it is an exit from the EU.
Carnets issued in Finland must be validated in Finland.
Every transaction has a cancellation code. Give the code to customs – they can modify or cancel the transaction that has already been made.
All digital countries have committed to accepting eATA from 1 June 2026. If customs still refuse, immediately contact ICC technical support (24/7), which can contact local customs if necessary. You can access the support on the ATA Carnet App.
Forwarders and agents
There are two options:
Whole Carnet: Share your Carnet ID and PIN with the freight forwarder, who will upload the carnet to their app.
Single Voucher: Share a QR code for a specific journey directly from the app or desktop version. The freight forwarder will show the code at customs without you having to be present. The single voucher can be opened without the App. Please note that the freight forwarder needs a Power of Attorney. Read more here.
Yes. A paper power of attorney is required whenever a representative acts on your behalf at customs – regardless of whether the carnet is digital or paper.
The QR codes do not expire during the validity period of the Carnet. The re-importation stamp does not expire even after the validity period of the carnet.
Yes, but only if the goods are divided into partial deliveries. Each partial delivery is processed with its own transaction. The same item cannot be used on two separate journeys at the same time.
Problem situations
If you have added your travel in advance in the app, you can show the QR codes to customs offline. However, the customs transaction will only be updated in the app when the network is working. Consider using an eSIM card abroad to avoid roaming charges.
Carnet can be downloaded to a new phone using your Carnet ID and PIN. Keep this information separate from your phone.
It is a good idea to capture the QR codes in advance – you can take a screenshot from the app or print the codes on paper. Also remember to bring a backup power source for long travels.
Act according to normal lost procedure: a duplicate carnet may be issued. Please contact the issuing Chamber of Commerce.
QR codes can be printed or sent as an image if necessary. Offline use is possible if travel has been added in advance to the app.
Returning Carnet and extension carnet
Once the Carnet has been used, notify the Chamber of Commerce of the return via logging into atacarnet.fi and clicking “Return ATA Carnet” under your applications. The paper carnet is returned to the Chamber of Commerce as normal if you have a paper Carnet. The Chamber of Commerce will check the status of digital transactions and confirm the return.
When goods are transferred to a Replacement Carnet, the old Carnet is “closed” and a new one is validated with the same principles. The Chamber of Commerce issues the Replacement Carnet and provides a new eATA ID and PIN code. Add the Replacement Carnet to the app with this information. On the old Carnet customs has to commit the re-exportation transaction, and the Finnish customs has to commit the Re-importation transaction. After this the Replacement Carnet will be validated as normal. The old and Replacement Carnet will be connected in the system.
