The electronic eATA carnet will be introduced on 1 June 2026. The change applies simultaneously to Finland and other EU countries, Norway, Switzerland and the United Kingdom.
Important: From 1 June 2026, the eATA carnet must be used in all cases, including when the destination country is a so-called paper country. The digital carnet is processed in Finland, and the paper carnet in the paper country. The process is fully digital when the carnet is used for temporary export from Finland to Norway, Switzerland and the United Kingdom.
How does the eATA carnet work?
- Apply for the carnet at atacarnet.fi – you will receive an eATA ID and PIN code.
- Download the ATA Carnet app (App Store / Google Play: “ATA Carnet”) or use the desktop version at app.atacarnet.iccwbo.org.
- Prepare travels in the app before visiting customs – this is the most important change from the previous process.
- At customs, first show the activation code (Validation) and then the correct QR code (Exportation when departing from Finland). Customs will scan the code and confirmation will appear in the app. You can share the codes with your freight forwarder from the app or the desktop version.
