Digital ATA Carnet (eATA) launched in Europe – a step towards more digital temporary export process

The electronic eATA Carnet has been in use from 1 June 2026. The change applies simultaneously to Finland, other EU countries, Norway, Switzerland, and the United Kingdom. Globally, both digital and paper carnets will be used in parallel during 2026–2027 depending on the destination country, with the goal of full digitalisation of the ATA Carnet in all member countries by 2028.

The eATA Carnet is a digital version of the traditional paper ATA Carnet, enabling the temporary export and import of goods free of duties and taxes for up to one year. The electronic Carnet is also used for trips that include ATA Carnet countries where paper Carnets are still in use.

“We have been waiting for this for a long time. The simultaneous launch of eATA enables a fully digital ATA Carnet process for our customers when travelling to Norway, the United Kingdom, and Switzerland,” says Mirjam Ligi, Specialist in International Trade.

The electronic ATA Carnet is accessed via a mobile or desktop application, where the carnet holder prepares their trips before customs clearance. At customs, travel-specific QR codes are presented, and the user receives real-time confirmation of successful transaction. The digital carnet also makes it easier to share the document between carnet holders and freight forwarders.

“Digitalization reduces errors and paperwork and improves the traceability of goods. The Chamber of Commerce network in Finland plays a key role, as it issues Carnets and supports customers with using eATA,” Ligi says.
